Changes and bug fixes from version 2.0 Beta 148
-----------------------------------------------

-  The weaponflags, itemflags, minping, and maxping cvars are no
   longer SERVERINFO cvars - which mean they no longer show up in
   game browsers like GameSpy.

-  Bug fix:  The quad respawn window (itemflags +1) is now working
   again.  Thanks to Latrell Sprewell for taking time away from
   basketball so he could report the bug.
